In December 1999 the conference "NATO, European Union, Central and Eastern Europe. Non-governmental Organizations in Polish Foreign Policy” was organized in Falenty by the Stefan Batory Foundation in co-operation with the Ministry of Foreign Affairs. The conference was a stimulus for introducing the permanent cooperation within the group of Polish non-governmental organizations operating outside the borders of the country, making them aware that even though they work separately every day, they are united by the common point of view on the role they can play in the international cooperation. The conference was also an inspiration for undertaking next joint undertakings. A great number of actions taken together by the organizations have been aimed at summarizing and public presentation of the track records of non-governmental organizations, especially those concerning the activities in Ukraine, Russia and Belarus.
Tightening the cooperation between the organizations began in 2001 r. On March 26, 2001 a meeting was organised for non-governmental organizations operating outside the borders of the country, which could be recognized as the beginning of the permanent cooperation of the Group. Two issues were recognized as top priority – exchange of information, accompanied by maintaining the standards of operational activity, and development of relationships with the official institutions formulating foreign policy.
